HIGHER EDUCATION IS OPEN TO PRIVATE SECTOR
In a major policy initiative, the United Democratic Front (UDF) today decided to open up higher education to the private sector. The UDF High Power Committee (HPC), which met this evening, recommended to the Government that the private sector be allowed to open professional higher education institutions offering medical, dental, para-medical, engineering, MBA and MCA courses.

The decision is a clear deviation from the LDF Government's policy which had favoured professional institutions in the cooperative sector. It also marks a deviation from the previous UDF Government's line of promoting self-financing institutions in the Government sector. The HPC also urged the Government to take steps to prospectively pay salary to all eligible teachers whose appointments had been cleared by the Government, but were not receiving it during the last few years owing to the failure of the LDF Government to take timely decisions.

The UDF had examined proposals submitted by its sub- committee on education in this regard. The HPC felt that in view of the continuing financial crisis, the Government should consider the proposal to impound salary arrears into their provident fund accounts, even while paying their salary prospectively.

NEW RATION CARDS BY JANUARY 2002

Payyanur: Close to 70 lakh households in Kerala would get new ration cards by January 2002.
The Food and Civil Supplies Minister, Mr. G. Karthikeyan, told the Assembly during question hour today that printing of new cards and the affidavits to be submitted by persons seeking ration cards is in progress. The State now has 63,34,221 cardholders. The number is likely to touch 70 lakhs when the new cards are issued, he added.
Mr. Karthikeyan said the Government does not propose to conduct door-to-door enumeration to identify cardholders for want of time and other practical difficulties. Families that do not currently hold ration cards should approach Supply Offices and apply for new cards.

The Minister told the House in reply to a supplementary question that the Centre has agreed to restore Kerala's monthly quota of kerosene.

WELL STARTED DISAPPEARING AT PAYYANUR

Payyanur: The well of Shri T.P. Narayanan of Korom is showing strange signs. The well started the phenomenon of getting down from its present position.

ATTACKED WITH UMBRELLA

Shri Panayan Baiju of Edacheri Colony of Karivellur has been admitted to Payyanur Government Hospital with injuries. It is reported that he was attacked with umbrella.

RAMAYANA FESTIVAL BEGINS AT HANUMARAMBALAM

Payyanur: The Ramayana Festival began at Cherutazham Raghavapuram Temple(hanumarambalam) yesterday. Dr. Priyadarsan Lal inaugurated the festival at the function held at the temple premises. AD Nambiar presided over the function. The festival will long upto 16th August. Dr. Punalur Prabhakaran, AK Ramakrishnan, TP Bhaskara Poduval, K Achuthan Nair and Melathu Chandrasekharan will be presenting talks on various days.

NAYANAR INAUGURATES CHERUTAZHAM BANK BUILDING

Kunhimangalam: Former chief minister Sri. EK Nayanar inaugurated the new building for the Cherutazham Co-op Bank's head office constructed at Pilathara. Smt. PK Sreemathi, MLA presided over the function.

PILATHARA - PAPPINISSERI ROAD TO GET WORLD BANK AID

Payyanur: The 21km long Pilathara to Pappinisseri road will be reconstructed with World Bank aid. The reconstruction work is scheduled to begin on March 2004. This is one among the four roads in Kannur district whose reconstruction is aided by the world bank.
